The Decatur-Macon County Opportunities Corporation has provided programs and services to the low-income and elderly populations of Decatur and Macon County since it's inception on February 11, 1965, as a community based organization to address the "war on poverty". The Agency was formed as a combined effort of interested political officials, social service agencies, the Decatur City Council. the Macon County Board, low-income individuals and community residents under the jurisdiction of the Economic Opportunity Act, which was signed into law on August 20, 1964. In 1974, the Office of Economic Opportunity was abolished and the Community Services Administration was formed, coining the acronym of Community Action Agency(CAA) for organizations like DMCOC, throughout the United States. Then, in 1982, many nationally funded programs/services were replaced through State Block Grant Programs. Funding for CAA's in Illinois was channeled through the Department of Commerce and Community Affairs.
The Agency has provided a wide variety of programs and services for area low income and elderly persons; advocated for needed services; and helped establish many of the organizations/programs that exist in Decatur and Macon County today.
1968, the Agency served slightly more than 1,000 low-income families
2001, the Agency served over 6,000 low-income families.
Over 100,000 families have received some type of assistance from DMCOC
