Community Services

The Community Services Block Grant Program (CSBG)
was created by the federal Omnibus Budget Reconciliation Act of 1981. The CSBG Program provides a range of services which assist low-income people to attain the skills, knowledge and motivation necessary to achieve self-sufficiency.

Through DMCOC, the CSBG staff share information about available community resources with low-income families. The staff help determine individual needs; identifies potential services and provide follow-up contacts to assure the needed service is received. The program provides a variety of supportive services, including: limited case management, transportation, disaster prevention, food (not available from local food banks), prescriptions and other needs as identified.

The program provides funds for Supplemental Scholarships and the Family of Distinction annually. The program also provides the Computer Training Program. This service provides low-income individuals with access and exposure to computer technology, including utilizing the internet to enhance general awareness; learning keyboarding skills to develop and increase typing ability; and working with various software applications to increase knowledge and competitiveness for area jobs.



The Community Services Block Grant LOAN Program

provides low interest loans to small businesses, either in conjunction with conventional loans or independently. Businesses receiving the loans must guarantee to employ one low-income person for every $20,000 dollars borrowed.
